Caption: A photograph of a letter, dated 25 March 1898. Sent from, Theodore Roosevelt, the assistant secretary of the navy, at that time, to the Secretary of The Navy, John D. Long. The letter references a meeting between President William McKinley, and Charles D. Walcott, the Director of the Geological Survey, in which the Samuel Langley Flying Machine was discussed. Roosevelt mentioned a potential for war time application of the machine. He proposed the appointment of a board to undertake a study estimating practicality and cost. In addition Roosevelt, mentions utilizing experts such as R.H. Thurston, President Sibley College, Cornell University, as well as, Octave Schanute, President of American Society of Civil Engineers, at Chicago.
