Caption: And Mr. Cunningham (a New Bedford shoemaker) circa 1893. After end of launching, tube shows at right of photo. Firing was from a submerged tube but lack of accuracy and wide variations in speed were major problems which kept early rocket torpedoes in the experimental stage.
