Title: Honorable James Cochran Dobbin
Caption: Born in Fayetteville North Carolina on 17 January 1814. Was a noted attorney and businessman, Secretary of the Navy 8 March 1853 to 6 March 1857. As SECNAV he is credited with enlarging and improving the Navy, inaugurating a new retirement system for officers, merit system for promotion, naval apprentice system, and provided for better treatment and terms for seamen. He died in Fayetteville North Carolina on 4 August 1857.
