Caption: Presidential and Vice -Presidential Canidates address a rally 1 September 1967 in the center of Saigon a number of Saigon Citizens and a large number of the 22 official American Election observers listened to the candidates, speeches, which were limited to 10 minutes for each candidate. Before the rally began each candidate drew a number from a cracker tin which indicated his turn at the podium.
