4920. Your 3040 and 3645.2 I recommend against authority being given to private individual to fit out salvage expedition for use in European waters. It is believed that situation will be well in hand when wrecking facilities now in preparation by American, British and French Governments are completed and in service. British and French Governments now control practically all salvage organizations here and Government control of American organizations for use here is desirable, and I understand that this is contemplated. Proposal will however be submitted to Salvage Committee of Allied Naval Council at meeting on 14th instant. <4920.>
