3443. Your 4563.2 Chief of Naval Operations3 desired you convey to First Sea Lord his appreciation of message. It is thought wise here and desirable that Vice Admiral Grant4 should at least be temporarily stationed in Washington, D.C. and probably permanently after conference is held with Chief of Naval Operations and Admiral Grant’s view obtained. The space has been assigned him in connection with operations. 16002.
