Your 4550.2 Principle involved and change recommended approved except as follows, Department believes it would be bad policy to withdraw any artisans from British Army to furnish additional dock-yard labor needed as it would be a more efficient arrangement of total <f>ighting and working force for us to furnish labor ourselves from our non-drafted untrained fighting men. 19008.
