During World War I, he commanded the Cruiser Force and Transport Force in the Atlantic Fleet, overseeing American convoy operations throughout the war. After the Armistice, he also supervised the return of discharged servicemen to the United States. After the war, he was known as "The Man who put'em across and brought'em back."
