Phillips (S. P. 1389) was built in 1901 by William R. Osborn, Croton, N.Y. as a steam tug.

Phillips was chartered by the Navy from the Commonwealth of Virginia and engaged in patrol duty out of Norfolk during World War I.

Phillips was returned to her owner 22 October 1918.
