The collection consists largely of correspondence, including documents relating to state and national Whig and Republican Party politics, letters from constituents during his terms in Congress, and Civil War correspondence.  His correspondence as Secretary of the Navy is included as well, and contains information on naval contracts and policies and letters from congressmen and others making recommendations for appointments.  Also in the collection are letters relating to the Panama Canal and his legal practice in Bedford and Terre Haute, Indiana.
