[Naval Academy Graduates Denied Final Examination Letter If Addicted to the Habit of Intoxication]

Hereafter no commanding officer of any vessel of the United States Navy, under whom the graduates of the Naval Academy shall serve, will give letters which will entitle them to their final examination, if addicted to the habit of intoxication.
