My dear Sir
I have recently been appointed
one of three officers to survey the Navy Yards
in this country & to report a systematic plan
for their permanent improvement.
You will oblige me personally & may
under a public service, by processing &
forwarding as early as practicable, a plan,
(no matter how rough) of the Dock yards at
Plymouth, Portsmouth & Diptford; any
expense you may incur will be cheerfully
paid on demand by
