On 12 October he penetrated two lines of mines barring the entrance to the outer harbor and carried out the sweeping plans in the face of enemy gunfire until his flagship was mine. His leadership and professional competence contributed greatly to the efficient operation of the ships of his division and his loyalty and steadfast devotion to duty were in keeping with the highest traditions of the U. S. Naval Service.
