West Arrow—a single-screw, steel-hulled freighter built under a United States Shipping Board contract at Seattle, Wash., by the Skinner and Eddy Corp.—was launched on 23 May 1918. Although designated Id. No. 2585 and inspected by the Navy at the 13th Naval District for possible duty with the Naval Overseas Transportation Service, she was never taken over by the Navy.
