Scope and Content Note

This key office was concerned with all aspects of naval planning and strategic policy, including such specialized topics as psychological warfare, relations with foreign navies, and war planning. The files are arranged in a variety of series, including special subject files, records organized by the Navy Filing Manual, and serial files of outgoing correspondence. There are a number of sub-series covering overlapping dates.
